LIST OF DUBAI EMISSIONS AND QUANTITIES PRINTED DURING THE BAROODY CONTRACT

Mr. Stephan sent the following information regarding the quantities of stamps printed and overprinted. He never wavered from these figures, even in the face of overwhelming evidence that they were incorrect. Several years after his death I had a telephone conversation with an individual who had purchased much of Mr. Stephan’s material from Mrs. Stephan. He stated that Mr. Stephan held back some things he had created as he was afraid of legal action. He also stated Mr. Stephan had shown him how he produced such items and other fakes. I have no doubt that this was true, but it also left an opening for the individual as he was continuing in Mr. Stephan’s footsteps and creating fake items and selling them. He stated that the fakes were in Mr. Stephan’s stock. This could not be true as it involved techniques not available to Mr. Stephan at the time the stamps were printed.

1st Definitives - Postage
1np - 498,000, 2 and 3np - 248,000 each, 4 and 5np - 148,000 each, 10np - 98,000, 15, 20, 25, 30, 35 and 50np - 23,000 each.
1, 2 and 3R - 13,000 each, 5 and 10R - 10,000 each. Imperforates 2,000 complete sets

Airmail
20, 25, 30 and 40np - 28,000 each, 50, 60, 75np and 1R - 18,000 each. Imperforates 2,000 complete sets.

Dues
1np - 248,000, 2 and 3np - 148,000 each, 4 and 5np - 73,000 each, 10, 15, 25 and 35np - 13,000 each. Imperforates 2,000 complete sets.

Red Cross - Postage
1, 2, 3 and 4np - 125,000 each perforated and 125,000 imperforated
Airs - 20, 30, 40 and 50np 250,000 each perforated and 25,000 imperforated

Out of the above imperforated quantities, 1,000 sets of 8 values were perforated 10 ½ and 1,000 sets of 8 values were rouletted.

Also, 2,000 sets of 8 values rouletted were overprinted “Anti-TB”, and 5,000 sets of 4 values air, perforated, with the same overprint, and 2,000 sets as above, but imperforated.

Also, 2 and 3np values were locally surcharged 20 and 30np respectively, due to shortage of those denominations and late arrival of the following issue, quantities surcharged were 10,000 each. (Later, Mr. Stephan said this was an error and it should have been 1,000 stamps of each value, not 10,000).

Malaria
1, 1 and 1np - 60,000 each,  2, 2 and 3np - 250,000 each, 30, 40 and 60np - 60,000 each, 70np - 50,000 each.

Hunger
30 and 40np - 600,000 each, 70np and 1R - 50,000 each. Out of which 10,000 sets were overprinted “UN 19th Anniv.”

Scout
1np - 1,000,000, 2np - 600,000, 3np - 300,000, 4np - 100,000, 5np - 50,000, 20np - 160,000, 30np - 100,000, 40np - 60,000, 70np and 1R - 50,000 each. Out of which 10,000 air sets of values were overprinted “Innsbruck”. (Few hundreds were reported to have been illegitimately overprinted with different colors in the USA).

Kennedy - 3 values
70,000 sets (Two impressions) and 7,000 imperforated, out of which 10,000 sets perf. And 2,000 sets imperf. Were overprinted “May 29”.
Space 8 Values
50,000 perf. sets and 5,000 imperf. sets., out of which 10,000 perf. and 2,000 sets were overprinted ‘Ranger 7”, of 3 values Air.

New York Fair
70,000 perf. and 5,000 imperf. Sets.

Human Rights
4 values - 30,000 sets

2nd Definitives - 8 values
10, 20, 30 and 40np - 50,000 each
Air 1, 2, 3 and 5Rs - 10,000 each

Kennedy - 1 value
10,000 stamps (perf. 12 ½) overprinted “22 November” and 2,000 (perf. 10 ½) and 2,000 imperforated

Of interest is that the Tokyo Olympics, and the Educational Progress sets are not mentioned. These two sets of stamps were not part of the Baroody Contract but were issued before several of the final sets under their contract. Also, there is no Souvenir Sheet with the “UN 19th Ann.” overprint. Only the revaluation of the sheets.
